For all residential property now being sold in England and Wales an Energy Performance Certificate is required as part of the HIP ( home information pack) necessary before marketing.

From the 1st October 2008 an Energy Performance Certificate will need to be given to all new tenants. So you cannot Let or Re-Let a residential property from this date without one.

In 2009 similar regulations will also encompass commercial property.
